PPA Taxi and Limousine Division Provides Alert to Parents During Prom & Graduation Season

 

At this time of the year many families are busy preparing for Proms and Graduations. A key part of your preparations may be making transportation arrangements.  In that regard, the Philadelphia Parking Authority (Authority) wants to help safeguard your loved ones from illegal and unsafe limousine operators.

Limousine carriers operating between points within Philadelphia are regulated by the Authority’s Taxicab and Limousine Division (“TLD”). Trips between points in the City and points within the Commonwealth may also be regulated by the Pennsylvania Public Utility Commission.

If the deal sounds too good to be true, it probably is.   Do not trust your loved ones and their once in a lifetime moments to unregulated, under insured and unsafe carriers.  Properly licensed carriers use first-class vehicles that have undergone rigorous inspections.  These licensed companies use only certified drivers who have undergone a detailed vetting process.

PPA Testifies on Effectiveness of Wheelchair Accessible Vehicles for the Disabled

During a public hearing last week before the state Independent Regulatory Review Commission, Philadelphia Parking Authority (PPA) officials testified about the effectiveness of wheelchair accessible vehicle (“WAV”) services in Philadelphia, contending current regulations do not provide “sufficient oversight.”

PPA Executive Director Scott Petri said, “ As the governing entity tasked with regulating taxicab, limousine and transportation network services in Philadelphia, it is our contention that the current regulatory framework does not provide for sufficient oversight of taxicab and transportation network company (TNC) WAV service and requirements.”

PPA Taxicab and Limousine Division Director Christine Kirlin said, “We have not been provided the funding or necessary tools to adequately assure the public that responsible level of regulatory review exists in Philadelphia, including WAV service.”

With 7 inspectors employed to patrol 2,575 miles of streets, the PPA estimates approximately 136,000 taxicab and TNC trips are provided daily in Philadelphia.

“With regulatory appropriation reduced by half from $8.5 million to $4.2 million, our staff has been reduced by 45%. This steep reduction has rendered us unable to adequately perform all of our required statutory duties,” Kirlin explained further.

“Given the law prohibits the PPA from using its funds arbitrary, the reduction in adequate appropriations for our Taxicab and Limousine Division has created numerous obstacles for our enforcement staff,” Petri said.

The PPA is the sole regulator of all taxicab, limousine and TNCs in Philadelphia.  Act 164 of 2016 legally changed the landscape of the for-hire industry in Pennsylvania when it established and provided for the regulation of TNC services while also amending regulatory requirements to taxicab and limousine services in Philadelphia.

“As we move forward, the PPA remains committed to doing all we can to safeguard the riding public with very limited resources. We look forward to continued dialogue on the issue of regulation and the need for sufficient resources that will allow us to adequately carry out our mission,” said Petri.

City Offers Relief Assistance to Federal Workers Affected by Shutdown

 

PHILADELPHIA – Mayor Kenney today announced that City departments and agencies will offer flexibility in bill payments to federal workers affected by the partial shutdown of the U.S. government.

“Tens of thousands of federal employees live and work in Philadelphia, and we know some are already struggling,” said Mayor Kenney. “Martin Luther King Jr. understood that the civil rights movement and the drive for workers’ rights are forever intertwined. On this day honoring his legacy, I pledge that the City will do its best to ensure that these workers don’t have to worry about matters like paying their water or gas bills while they are going without a paycheck.”

Effective immediately, furloughed federal workers and those employees working without pay should contact the Department of Revenue, the Water Revenue Bureau, and Philadelphia Gas Works if they need additional flexibility in paying their bills — either to pay current bills or to fulfill existing payment agreements.

“If you reach out to us, we can delay enforcement actions, including water shut off and foreclosure,” said Revenue Commissioner Frank Breslin.  “We can also waive interest, penalties, and any other charges that accrue once we receive payment when the shutdown ends. These workers need every break as the shutdown drags on, and we’re committed to doing what we can.”

Federal workers struggling to make ends meet can also take advantage of PGW’s assistance programs: ‘Payment Arrangements’ can ease the pressure on customers who fall behind, or are worried they might; ‘Budget Billing’ avoids surges in bills during winter heating season; and CARES provides payment assistance to residential customers with special circumstances, such as medical emergencies, unemployment or other temporary hardships.

“Options like these can make all the difference,” said PGW President and CEO Craig White. “Our goal is always to work with customers and give them as much support as we can, in order to keep their vital natural gas service on. Whether the need is temporary or ongoing, our experienced team is used to working with customers who are in tough financial situations.”

Affected workers who need help should call or email the addresses and numbers below, and identify yourself as federal worker. You may need to provide proof of federal employment, such as a W2, federal employee ID, or other documentation.

Federal workers who are furloughed or working without pay will also be eligible for consideration when paying tickets to the City.  The Bureau of Administrative Adjudication (parking tickets) and the Office of Administrative Review (code violation notices) urge federal workers who face difficulty paying tickets or fines to schedule a hearing as specified on the ticket.  Hearing officers have the discretion to offer relief to hardships by extending payment deadlines.  Staff of both offices have been urged to exercise particular consideration for federal employees.
