2021-2022 Medallions & Removal of 2012 Taxicabs – REMINDER

IMPORTANT INFORMATION REGARDING 2021-2022 MEDALLIONS:

Per Authority regulation 52 Pa. Code § 1013.1 (relating to certificate and medallion required), a vehicle may not provide citywide taxicab service unless a current and valid certificate is issued by the Authority to the owner of the vehicle and the medallion assigned to that certificate is attached to the vehicle.

The Enforcement Department will immediately begin issuing the 2021-2022 Medallions to eligible taxicabs. Medallion owners should send their drivers to the TLD Headquarters, 2415 South Swanson Street, Monday through Friday between 8:00 a.m. and 1:30 p.m., excluding Holidays (Christmas Eve, Christmas Day, New Year’s Eve and New Year’s Day), to be issued the new medallions.

For your convenience the below listed schedule is provided-ONLY TWO MORE WEEKS REMAIN-:

P-0001 to P-0500 October 19, 2020 to October 30, 2020

P-0501 to P-1000 November 2, 2020 to November 13, 2020

P-1001 to P-1600 November 16, 2020 to December 4, 2020

Failure to have a 2021-2022 medallion issued and attached to your taxicab on or before December 31, 2020 shall result in the taxicab being removed from service.

REMINDER TO MEDALLION OWNERS OF 2012 MODEL YEAR TAXICABS:

In compliance with the age and mileage limitations for taxicabs outlined in the law and Authority regulations, the last day on which a 2012 model year vehicle may be operated in taxicab service is December 31, 2020. This date is fast approaching, take action now to avoid delays. See 53 Pa.C.S. § 5714 and Act 164 of 2016 – 53 Pa.C.S. § 57B02 (c)(6); see also 52 Pa. Code § 1017.4. Consequently, the new 2021-2022 medallions will not be issued to 2012 model year taxicabs. Failure to remove a 2012 taxicab prior to January 1, 2021 will result in the vehicle being placed out of service and the issuance of a penalty.

REMINDER OF HEALTH SAFETY MEASURES CONCERNING FOR-HIRE VEHICLES & TRANSPORTATION

Notice to All Taxicab, Limousine and Transportation Network Company Industry Members:

On July 1, 2020, Dr. Rachel Levine, Secretary of Pennsylvania Department of Health, issued an Order mandating that all drivers of taxicabs, limousines and transportation network company (“TNC”) vehicles are required to wear a mask (face covering) while driving those vehicles (the “Order”).[1]  The same mandate is required of passengers in those vehicles.

Therefore, this is a REMINDER that all owners of taxicabs, limousines, TNCs and all drivers of those services operating in Philadelphia shall be adhering to the following, at minimum, when providing service:

  • Stay at home if you are sick;

  • Drivers must wear a face mask while providing service;

  • Avoid pooled rides and tell passengers to sit in the back seat;

  • Clean and disinfect the vehicle; at a minimum, clean and disinfect frequently touched services in the vehicle at the beginning and end of each shift and between transporting passengers;

  • Ask passengers to wear a mask; and

  • Practice frequent personal hygiene to clean your hands as much as possible and use alcohol-based hand sanitizer with at least 60% alcohol.

There are current laws and regulations that govern the requirements of drivers and vehicles concerning cleanliness.[2] Failure to follow and adhere to Gov. Wolf’s Orders along with Dr. Levine’s Orders may result in the issuance of a penalty and possibly being placed out of service.  The TLD will also investigate any complaint it receives concerning failure to follow any of these requirements.
