TLD Emergency Notice

Philadelphia City Officials announced on Monday, March 16, 2020 to halt all non-essential City government operations in order to reduce the spread of the COVID-19 novel coronavirus in Philadelphia.  The Philadelphia Parking Authority (Authority) is following this directive.  Therefore, the Authority’s Taxicab and Limousine Division (TLD) will be semi-closed to the public effective March 17, 2020 at 12:00 p.m.  A precise end date has not yet been determined.

The TLD’s Enforcement Inspectors will continue to patrol during this time as well as monitoring the complaint lines.  However, vehicle inspections, court cases and driver testing/training will be deferred and the Customer Service Window will be closed.

Additionally, during this time period, all deadlines, payment due dates, etc. are being deferred.  Any driver certificate that was set to expire from March 17, 2020 through April 5, 2020 will be extended to an expiration date of April 6, 2020.

ALERT TO PARENTS AS PROM SEASON AND GRADUATION SEASON APPROACHES

At this time of the year many families are busy preparing for Proms and Graduations. A key part of your preparations may be making transportation arrangements.  In that regard, the Philadelphia Parking Authority (Authority) wants to help safeguard your loved ones from illegal and unsafe limousine operators.

Limousine carriers operating between points within Philadelphia are regulated by the Authority’s Taxicab and Limousine Division (“TLD”). Trips between points in the City and points within the Commonwealth may also be regulated by the Pennsylvania Public Utility Commission.

If the deal sounds too good to be true, it probably is.   Do not trust your loved ones and their once in a lifetime moments to unregulated, under insured and unsafe carriers.  Properly licensed carriers use first-class vehicles that have undergone rigorous inspections.  These licensed companies use only certified drivers who have undergone a detailed vetting process.

Replacement of 2011 Model Year Taxicabs

REMINDER TO MEDALLION OWNERS OF 2011 MODEL YEAR TAXICABS

**LAST WEEK TO OPERATE 2011 MODEL YEAR TAXICABS**

In compliance with the age and mileage limitations for taxicabs outlined in the law and Authority regulations, the last day on which a 2011 model year vehicle may be operated in taxicab service is December 31, 2019.  This date is fast approachingSee 53 Pa.C.S. § 5714 and Act 164 of 2016 – 53 Pa.C.S. § 57B02 (c)(6); see also 52 Pa. Code § 1017.4.

As you will recall, taxicabs are no longer subject to biannual inspections and the law mandates that taxicabs shall be no more than eight (8) years old or have been driven no more than 350,000 miles.  This reminder notice is being sent to you to help prevent scheduling conflicts.   Please contact the TLD’s Enforcement Department at (215) 683-9447 to schedule a change-of-vehicle appointment.  On December 30th & 31st, change of vehicle appointments will be only scheduled prior to 11:00 a.m.  Please also keep in mind that there is a two week wait to have a meter installed in a new taxicab vehicle by Curb (formally Verifone) at 7th and Packer Avenues.

OUT OF SERVICE DESIGNATION: ACT 164 of 2016, 53 Pa.C.S. § 57B02 (c)(14) requires five (5) days notice to the CERTIFICATE owner prior to suspending or otherwise disabling a taxicab meter. THIS IS YOUR NOTICE.
