Clear Tracks. Faster Commutes. Safer Streets.
The Philadelphia Parking Authority (PPA), in partnership with SEPTA and the City’s Office of Transportation, Infrastructure and Systems (OTIS), is expanding the Automated Camera Enforcement Initiative to include Philadelphia’s trolley network.
Starting March 2, 2025, trolleys on key routes will be equipped with AI-powered vision technology to identify vehicles illegally blocking trolley lanes and no stopping zones.
Key Dates & Enforcement Timeline
We are committed to a transparent rollout to help drivers adjust to the new technology.

March 2, 2026: Warning Period Begins. Registered owners of vehicles caught on camera will receive a warning notice in the mail with no fine.

April 1, 2026: Active Enforcement Begins. Citations will be issued for violations, carrying a $51 fine.
Why This Matters
When a single vehicle blocks a trolley track, it doesn’t just cause a traffic jam—it disrupts service for thousands of riders.

⏱️ Improved Reliability: Trolleys cannot “steer around” obstructions. Clearing the tracks means fewer delays and more predictable schedules.

♿ Enhanced Accessibility: Vehicles parked in trolley zones force elderly passengers and riders with disabilities to board from the middle of the street. This program ensures trolleys can pull up safely to the curb.

🛡️ Increased Safety: By reducing illegal double-parking and lane obstructions, we reduce the risk of collisions and create a safer environment for pedestrians and transit riders.
How It Works
The system uses forward-facing, computer-vision technology mounted on the front of trolleys.

Detection: The camera identifies a vehicle illegally stopped or parked in a transit lane or trolley stop.

Review: Every potential violation is manually reviewed by a trained PPA enforcement officer to ensure accuracy.

Notice: If verified, a notice (warning or citation) is mailed to the registered owner of the vehicle.
Note: This program is currently active on Trolley Lines T1 through T5 and the G1 route, as well as 152 SEPTA buses throughout the city.
