Replacement of 2009 Model Year Taxicabs – REMINDER
Notice to All Owners of 2009 Taxicabs:
REMINDER: The last day on which a 2009 model year may be operated in taxicab service is December 31, 2017. This date is fast approaching. Take steps now to replace your retiring vehicles and avoid scheduling conflicts.
As you recall, taxicabs are no longer subject to biannual inspections and the law mandates that taxicabs shall be no more than eight (8) years old or have been driven for no more than 350,000 miles. The Taxicab and Limousine Division (“TLD”) has sent out multiple reminder email messages concerning the removal of 2009 taxicabs. This reminder notice is being sent to you again to help prevent scheduling conflicts. Contact the TLD’s Enforcement Department at (215) 683-9447 to schedule a change-of-vehicle appointment.

Taxicab Tariff Rate Increases — Reminder to All Medallion Owners
**MEDALLION OWNERS — TAKE ACTION NOW TO AVOID AN OUT OF SERVICE DESIGNATION. ONLY 19 MORE WORKING DAYS TO GET YOUR METER UPGRADED WITH THE NEW RATES.**
Notice to All Interested Parties:
As previously advised, on August 23, 2017, the Philadelphia Parking Authority Board amended Order No. 17-005 by extending the effective date of the taxicab tariff’s mileage and waiting time increment increase to $0.25 until December 1, 2017 pursuant to a petition filed with the Taxicab and Limousine Division (TLD) by taxicab driver Ronald Blount.
All owners of taxicabs under the jurisdiction of the Authority shall make arrangements with the meter technology vendor of each taxicab prior to December 1, 2017 for adjustments to the meter concerning this rate change. Immediately upon compliance with the rate adjustment on the meter, the taxicab shall be presented to the TLD for a meter inspection and seal prior to returning to service.
Any medallion taxicab that still has not yet completed the upgrade shall immediately make arrangements with its meter technology vendor. The medallion owner is responsible for ensuring that it adheres to the aforementioned deadline. Failure to adhere to this deadline may result in the taxicab being placed out of service.

Quaker City Cab & Crescent Cab – Important Notice
IMPORTANT NOTICE TO ALL INTERESTED PARTIES:
The Taxicab and Limousine Division (TLD) was advised today that Quaker City Cab, Inc. (Quaker City) and DW Radio, Inc. d/b/a Crescent Cab (Crescent) are ceasing all dispatching operations effective immediately. Consequently, medallion owners currently affiliated with Quaker City or Crescent must take immediate action to stay in compliance with the regulations while affording the riding public and drivers with the required level of safety and customer service. Telephone calls for service made to these two entities are currently being answered by certified dispatcher Philadelphia Taxicab Service, Inc. and for the immediate future during the transition.
Therefore, medallion owners and drivers affiliated with either Quaker City or Crescent must associated with a new PPA certified dispatcher immediately. You must make arrangements as follows:
QUAKER CITY TAXICABS:
–Must take immediate steps to associate with a certified dispatcher. In the near future, CMT will be removing its dispatch system and meter systems. Once that happens, Quaker City taxicabs must be placed out of service until an approved meter system has been installed in the vehicle and it is painted with the new dispatcher’s approved colors and markings scheme.
CRESCENT TAXICABS:
–Must take immediate steps to associate with a certified dispatcher. A Crescent taxicab that properly associates with a certified dispatcher and completes a “chip change” with Verifone (VTS) to allow receiving two-way communications will be permitted to continue to operate until October 20, 2017 by which such time the vehicle shall be painted with the new dispatcher’s colors and markings scheme.
You must still submit a “Change of Dispatch” Form COVD-1. However, the signature of a Quaker City or Crescent representative is not required.
The week of October 9th to October 13th have been reserved at the VTS shop located at 700 Packer Avenue to complete the meter changes for a new dispatcher affiliation. Also, don’t forget to complete the meter adjustment for the rate change effective December 1, 2017.
Failure to associate with a certified dispatcher will result in the taxicab being placed out of service along with a possible penalty.
