PPA Expands Smart Loading Zones Following Improvements in Center City Traffic Flow
(Philadelphia, PA) – The Philadelphia Parking Authority (PPA) today announced the expansion of its innovative Smart Loading Zone (SLZ) Initiative, following measurable improvements in traffic flow, curb access, and commercial loading activity across 22 blocks of Center City. The new expansion will now include an additional 30 blocks in Center City – for a total of 52 blocks.
Launched in May 2025 in partnership with Automotus, a pioneer in curb management technology, the SLZ Initiative uses camera-based technology and the CurbPass platform to better manage loading and unloading activity in designated loading zones in Center City.
Since the program’s launch, traffic speeds have increased 28% on Chestnut Street and 32% on Walnut Street, while commercial vehicle use of designated Smart Loading Zones has increased 97%.
Among the initiative’s key results:
- 28% increase in traffic speeds along Chestnut Street.
- 32% increase in traffic speeds along Walnut Street.
- 97% increase in commercial vehicle use of Smart Loading Zones.
- 49,500+ CurbPass users, including approximately 41,100 personal accounts and more than 8,000 vehicles operating across 145 fleet accounts.
- 51% compliance rate within Smart Loading Zones.
- 78% of violators received only one citation, indicating substantially fewer repeat violations.
- The existing 22-block SLZ area now accommodates an estimated 730 additional vehicles, increasing curb turnover and reducing the number of vehicles that double-park or circle the block in search of available space.
Commercial freight and delivery activity has also increased significantly. FedEx, Amazon, UPS, and other commercial vehicles that previously routinely double-park are now using designated loading zones at approximately twice their previous rate.
“Our initial Smart Loading Zone pilot clearly demonstrates that camera technology works and has significantly improved traffic flow on two of our most congested arteries,” said Acting PPA Executive Director Gabe Roberts. “We are making substantial progress in our effort to reduce congestion on Center City streets, which in turn improves public safety and the quality of life in Philadelphia.”

Smart Loading Zones Expand
Building on the success of the initial 22-block pilot, the PPA is expanding the Smart Loading Zone program to include an additional 30 blocks. The expanded area is shown on the interactive map below:
Each Smart Loading Zone is equipped with state-of-the-art cameras that automatically detect and classify vehicles at the curb and monitor their dwell time. The system operates without the need for a parking meter or an enforcement officer to be physically present at the zone.
Through CurbPass, registered vehicles are charged 10 cents per minute, based on their actual dwell time, with a maximum stay of one hour. Vehicles that remain in a Smart Loading Zone for more than three minutes without being registered with CurbPass, or that exceed the posted time limit, are subject to an electronic $51 citation.
The system essentially functions as “tolling for the curb,” allowing drivers and fleet operators to pay for the precise amount of time they use a loading zone. Once registered, vehicles are identified automatically by license plate, eliminating the need for drivers to use a meter or manually start and stop a parking session.
More than 49,000 vehicles have registered with CurbPass in Philadelphia to date.

All drivers — but especially fleet delivery drivers — and operators conducting business in Philadelphia are encouraged to establish a CurbPass account to facilitate seamless operations and ensure their vehicles can properly use Smart Loading Zones.
