Proposed Rulemaking Order 126-11 Taxicab Vehicle Standards

Notice to All Interested Parties:

Please see the attached proposed rulemaking order issued by the Philadelphia Parking Authority Board at its regular meeting on February 24, 2015 at Docket No. 126-11 concerning Philadelphia taxicab vehicle standards.  The Authority will submit the proposed regulation for review and public comment as required by law. – Download Order 126-11

Safety Camera Installation Extension

Notice to All Interested Parties:

Please see the attached order issued by the Philadelphia Parking Authority Board at its regular meeting on February 24, 2015 at Order No. 15-001 concerning an extension of taxicab safety camera installations. This extension is granted to provide additional time for suppliers and taxicab owners to coordinate the purchase and installation of compliant camera systems. – Download Order 15-001

As previously advised by email on February 5, 2015, upon request of a taxicab owner, the TLD may schedule safety camera inspections to confirm that a system acquired by the owner is in compliance with the regulations. All owners are urged to use the additional time provided by this order to contact approved vendors to secure compliant safety camera systems in anticipation of the finalized inspection schedule. The list of approved taxicab safety camera vendors is posted on the Authority’s Taxicab and Limousine Division webpage “Resources & Forms”.

New Schedule of Sales of Wheelchair Accessible Taxicab Medallions

On February 24, 2015, the Philadelphia Parking Authority Board issued an Order entered at Docket No. 15-003 rescinding its November 25, 2014 Order providing for the sale of 46 Philadelphia wheelchair accessible vehicle (“WAV”) taxicab medallions. The current Order authorizes the Taxicab and Limousine Division (“TLD”) to administer the sale of 61 WAV taxicab medallions following the new schedule beginning on May 6, 2015 with new directives as outlined (Download Order No. 15-003).

Notice of this Order will be published in the Pennsylvania Bulletin. Please also refer to the TLD Regulations 52 Pa. Code §§ 1013.31 – 1013.37 relating to Medallion Sales by the Authority.

Notice of Rescheduling of Sales of Wheelchair Accessible Taxicab Medallions

On December 13, 2014, notice was published in the Pennsylvania Bulletin of the Philadelphia Parking Authority’s Board Order 14-004 directing the Taxicab & Limousine Division (“TLD”) to administer the sale of 46 Philadelphia taxicab medallions, each of which are designated as wheelchair accessible vehicle (WAV) taxicab medallions. This notice included the date, time and location of the bid openings for each of these medallions.

Bid openings were scheduled at 11:00 a.m. at the TLD headquarters at 2415 S. Swanson Street, Philadelphia, PA 19148 for Medallions WP-1604, WP-1605 and WP-1606 on Wednesday, February 18, 2015. However, Pursuant to the Board Order under Paragraph No. 10, TLD Director James R. Ney exercised his discretion to reschedule the sale of these medallions due to lack of participation.

Therefore, the sealed bids for Medallions WP-1604, WP-1605 and WP-1606 will be opened by the Director at the TLD’s headquarters on April 22, 2015 at 11:00 a.m. at 2415 South Swanson Street, Philadelphia, PA 19148.

TAXICAB SAFETY CAMERA INSPECTIONS POSTPONED

Notice to All Industry Members:

On January 16th and 24th, 2015 the TLD issued inspection notices to owners of taxicab medallions P-1 through P-436 in order to begin to confirm compliance with the new Taxicab Safety Camera Regulation, 52 Pa. Code §1017.71. All inspections scheduled pursuant to those notices are hereby cancelled.

Based upon implementation issues raised by the industry and safety camera suppliers, the Authority’s Board will consider a different schedule for compliance and inspection at its February meeting. Upon the request of a taxicab owner, the TLD will conduct safety camera inspections to confirm that a system acquired by the owner is in compliance with the regulations. All owners are urged to use the additional time provided by this notice to secure compliant safety camera systems in anticipation of the finalized inspection schedule.

JANUARY 26th TAXICAB DRIVER EVENING TRAINING CLASS CANCELED

Due to the impending inclement weather this week, the taxicab driver evening training class scheduled to begin at 4:00 p.m. on Monday, January 26, 2015 through Thursday, January 29, 2015 is CANCELED. This training class is being rescheduled for the week of Monday, February 23, 2015 beginning at 4:00 p.m. each day and ending on Thursday, February 26, 2015. If there are any scheduling issues for the taxicab driver applicants that were scheduled for this week’s class, please contact the TLD Admininstration Department immediately at [email protected] or at (215) 683-9895.

Taxicab Safety Cameras

Notice to the Industry Regarding Taxicab Safety Cameras:

52 Pa Code 1017.71 requires the installation of an Authority approved taxicab safety camera system in all taxicabs by February 23, 2015. The list of approved safety camera vendors has also been posted on the Authority’s web site and may be viewed at: http://www.philapark.org/wp-content/uploads/2014/03/Approved-Taxicab-Safety-Camera-Vendors-012315.pdf

The date for compliance is fast approaching; you are urged to contact these vendors now in order to select the camera system that best meets your needs and avoid any extra expenditures for expedited services. To facilitate compliance, a schedule for mandatory Safety Camera testing and sealing (1017.72) is also attached below. Please note that during the inspection process PPA-TLD enforcement officers will be affixing the required public notice markings to the interior and exterior of each taxicab.
