Notice of Rescheduling of Sales of Wheelchair Accessible Taxicab Medallions
On March 7, 2015, notice was published in the Pennsylvania Bulletin of the Philadelphia Parking Authority’s Board Order 15-003 directing the Taxicab & Limousine Division (“TLD”) to administer the sale of 61 Philadelphia taxicab medallions, each of which are designated as wheelchair accessible vehicle (WAV) taxicab medallions. This notice included the date, time and location of the bid openings for each of these medallions.
Bid openings were scheduled on each of the following dates at 10:00 a.m. at the TLD Headquarters at 2415 S. Swanson Street, Philadelphia, PA 19148:

However, Pursuant to the Board Order under Paragraph No. 9, TLD Director James R. Ney exercised his discretion to reschedule the sale of these medallions. Therefore, the sealed bids for the aforementioned medallions will be opened by the Director at the TLD’s Headquarters as follows at 10:00 a.m. at 2415 South Swanson Street, Philadelphia, PA 19148:

Final-Form Rulemaking Order 126-10 Image Retention and Use
Notice to All Interested Parties:
Please see the attached Final-Form Rulemaking Order below issued by the Philadelphia Parking Authority at its regular meeting on June 25, 2015 at Docket No. 126-10 concerning Image Retention and Use. This regulation was proposed by the Authority at this docket number on August 27, 2014, the public comment period concluded on December 15, 2014 and the Independent Regulatory Review Commission (“IRRC”) submitted its comments on January 14, 2015. This final-form regulation will proceed to the Legislative standing committees and IRRC for consideration.

Taxicab Safety Camera Installation Extension
Notice To All Interested Parties:
Please see the attached order below issued by the Philadelphia Parking Authority Board at its regular meeting on June 25, 2015 at Order No. 15-0005 concerning an extension of taxicab safety camera installations. This extension is granted in anticipation of the implementation of the Authority’s Proposed Rulemaking Order 126-12 to amend the safety camera regulation to eliminate all wireless transmission requirements. In recognition of the need to move forward with this important safety initiative, and in order to accommodate adjustments in the industry associated with the change of regulation 126-12, the Authority ordered that the Installation Deadline be extended to October 15, 2015.
As previously advised, upon request of a taxicab owner, the TLD may schedule safety camera inspections to confirm that a system acquired by the owner is in compliance with the regulations. All owners are urged to use the additional time provided by this order to contact approved vendors to secure compliant safety camera systems in anticipation of the finalized inspection schedule. The list of approved taxicab safety camera vendors is attached to this notice and posted on the Authority’s Taxicab and Limousine Division webpage http://www.philapark.org/resources-and-forms/.

Proposed Rulemaking Order 126-12 Philadelphia Taxicab Safety Cameras
Notice to All Interested Parties:
Please see the attached proposed rulemaking order below issued by the Philadelphia Parking Authority Board at its regular meeting on June 25, 2015 at Docket No. 126-12 concerning Philadelphia Taxicab Safety Cameras. The Authority seeks to amend the safety camera regulation to remove the requirement that certain images be wirelessly transmitted to dispatchers and to the Authority. The Authority will submit the proposed regulation for review and public comment as required by law.

Proposed Rulemaking 126-11 “Modern Taxicab Standards”
Notice to All Interested Parties:
On May 28, 2015, the Pennsylvania Independent Regulatory Review Commission (“IRRC”) received the Authority’s Proposed Regulation “Modern Taxicab Standards”, IRRC #126-11, which was issued by the Authority’s Board at its regularly meeting held on February 24, 2015 (Download). This regulation will require vehicles proposed for taxicab service after a designated date to be wheelchair accessible and comply with the wheelchair accessible regulations, including vehicle age and mileage requirements.
The proposed rulemaking was published in the Pennsylvania Bulletin on June 13, 2015. Please be advised that the public comment period is now open concerning this proposed rulemaking and will close on July 13, 2015.
