To All Interested Parties:

The Taxicab and Limousine Division’s Fee Schedule for Fiscal Year 2026, which began on July 1, 2025 and ends on June 30, 2026, is attached for your reference:

TLD FY 2026 Fee Schedule

The Fiscal Year 2026 Fee Schedule became effective on July 1, 2025.  All applicable assessment notices will be sent to all certificate holders by email under separate cover.

Important Reminder To All Interested Parties:

On May 20, 2025, the Philadelphia Parking Authority (“Authority”) approved, through oral resolution, the recommendation of the Taxicab and Limousine Division(“TLD”) to reopen a rate review investigation. The TLD’s request was based upon a petition that was filed with the TLD listed on Docket No. P-25-03-01 by Muhammad Aslam Chughtai, a certified taxicab driver requesting a change to the taxicab tariff, in which rates are uniformly charged by all taxicabs in Philadelphia. The Petition may be downloaded here: Petition P-25-03-01.

Now, based upon the Petition, the TLD seeks written comments from the public at large and the industry concerning the reopening of a rate investigation, including but not limited to:

• The minimum fare originating from PHL airport be increased from $12.00 to $15.00, which includes the $1.50 egress fee; and
• The mileage and waiting time increments be increased from $0.25 to $0.30.
• Any other requests as outlined in the Petition and received from the general public.

Interested parties are invited to submit written comments no later than September 12, 2025 to the attention of: Director’s Office, Taxicab and Limousine Division, to [email protected] or by mail at: Director’s Office, Taxicab and Limousine Division, Philadelphia Parking Authority, 2415 S. Swanson Street, Philadelphia, PA 19148-4113.

During this comment period, the TLD will also begin to conduct its own investigation concerning the aforementioned items.
