New Schedule of Sales of Wheelchair Accessible Taxicab Medallions

On November 25, 2014, the Philadelphia Parking Authority Board issued an Order entered at Docket No. 14-004 rescinding its August 5, 2014 Order providing for the sale of 46 Philadelphia wheelchair accessible vehicle (“WAV”) taxicab medallions. This Order authorizes the Taxicab and Limousine Division (“TLD”) to administer the sale of 46 WAV taxicab medallions following the new schedule beginning on February 11, 2015 and new directives as outlined.

Notice of this Order was published in the Pennsylvania Bulletin on December 13, 2014.  Please also refer to the TLD Regulations 52 Pa. Code §§ 1013.31 – 1013.37 relating to Medallion Sales by the Authority.

Notice of Rescheduling of Sales of Wheelchair Accessible Taxicab Medallions

On August 16, 2014, notice was published in the Pennsylvania Bulletin of the Philadelphia Parking Authority’s Board Order 14-003 directing the Taxicab & Limousine Division (“TLD”) to administer the sale of 46 Philadelphia taxicab medallions, each of which are designated as wheelchair accessible vehicle (WAV) taxicab medallions.  This notice included the date, time and location of the bid openings for each of these medallions.

Bid openings were scheduled at 11:00 a.m. at the TLD headquarters at 2415 S. Swanson Street, Philadelphia, PA 19148 for Medallions WP-1611, WP-1612, WP-1613, WP-1614 and WP-1615 on Wednesday, November 19, 2014.  However, Pursuant to the Board Order under Paragraph No. 10, TLD Director James R. Ney exercised his discretion to reschedule the sale of these medallions due to lack of participation.

Therefore, the sealed bids for these medallions will be opened by the Director at the TLD’s headquarters at 11:00 a.m. at 2415 South Swanson Street, Philadelphia, PA 19148 as follows:

February 4, 2015: Medallion WP-1611

February 18, 2015: Medallions WP-1612, WP-1613, WP-1614 and WP-1615

MESSAGE TO GEGEN/UBER BLACK DRIVERS

As you are probably aware, On October 17, 2014, your company decided to roll out Uber X in Philadelphia.  Uber did this knowingly and intentionally without acquiring the proper certifications and in violation of the law.  Uber X, which deploys unregulated family cars driven by uncertified drivers, is considered to be an Illegal Service Provider by the PPA.  The Authority has responded, and will continue to enforce the rule of law.  Any vehicle found providing this type of service is subject to a fine of $1,000 and impoundment.

Our enforcement officers on the street have been inundated by complaints from Uber Black drivers regarding the drain Uber X is having on their work.  We agree that it is patently unfair for Uber to offer your assignments to someone who is uncertified and operating an uninsured family car just to further increase their own profit margin.  This disregard for your partnership is especially egregious, in light of all the certification requirements, training and vehicle financing obligations to which you have committed for this company.
