Notice of Taxicab Rate Review and Request for Public Comment
To All Interested Parties:
On February 23, 2016, the Philadelphia Parking Authority Board approved, through oral resolution, the recommendation of the Taxicab and Limousine Division (“TLD”) to reopen a limited rate review investigation (Download TLD Recommendation “Exhibit A”). The TLD’s request was based partly upon a petition that was filed on Docket No. P-16-01-03 by Danielle Friedman, Esq. on behalf of certified taxicab driver Khalid Alvi seeking a new proposed flat rate in the core area of the City during certain hours and days of the week (Download Petition “Exhibit B”).
In addition to the attached Petition, the TLD also recommended the reopening of a rate review because of the on-going significant decreases in gasoline prices, because of repeated requests to review the current boundaries of the Airport-Center City flat rate zone and because of numerous complaints from industry members concerning the economic strain on the taxicab industry as a result of loss in market share due to alternative for-hire transportation services now being provided in Philadelphia.
Therefore, the TLD seeks information and comment from the public at large and the industry concerning the reopening of a rate review limited to the following:
(1) A flat rate trip in the core of the City as proposed in the Petition;
(2) A review of the current method for determining a fuel surcharge; and
(3) The boundaries outlined in the current taxicab tariff for flat rate trips between the “Center City Zone” and the Philadelphia International Airport.

During this comment period, the TLD will also begin to conduct its own investigation concerning the aforementioned items of this rate review. After the TLD’s initial investigation is concluded and upon review of all received written comments, the TLD may hold a public meeting to take further comment on any initial findings.

2017 Medallion Taxicab Annual Informational Filing
NOTICE TO ALL MEDALLION TAXICAB COMPANIES:
Attached (TX-1 Medallion CPC Renewal Form FY 2017) is the Medallion Taxicab Certificate Annual Information Filing Form “Medallion Renewal TX-1” for the 2017 Fiscal Year that must be filed by all medallion taxicab certificate holders no later than February 15, 2016.
The Medallion Taxicab Certificate Annual Information Filing TX-1 form must be completely filled out or it will not be accepted for submission. For example, if only one person holds the office of President, Secretary, and Treasurer, that person’s information must be provided in all three places on the application. In addition, if a Certificate Holder does not know its CPC number, please request this information by e-mailing the Administration Department at [email protected], and it will be provided to you.
As you are already aware, in addition to all other information outlined in this form, you are also required to file the following documentation at the same time as the TX-1 submission. Once again, incomplete filings will not be accepted.
1.) A copy of a state-issued photo ID for each person listed in the application.
2.) A Certified state-issued Criminal History Report-issued within 30 days of filing the application-from every state in which each shareholder, officer, member, key employee or anyone else with controlling interest has resided within the last 5 years.

Please note that the annual information filing process includes a thorough review of ensuring that all certificate holders are in compliance with payment of outstanding fines, fees, penalties, and other payments due to the Authority, along with remaining current on the payment of parking violations. Additionally, the review will also include verifying that each person with controlling interest, shareholder, corporate officer, member, director, and key employee does not have any outstanding fines, fees, and/or penalties, and is remaining current on the payment of parking and moving violations, unless the violation is under appeal.

After the TLD has completed reviewing the filing, the Certificate Holder will be contacted via e-mail at the address listed on the form with regards to whether any additional information is needed. All outstanding issues must be completed within 30 days of the date of that notice. Failure to comply with the annual information filing requirements may result in an investigation by the TLD Enforcement Department.
