Notice of Rescheduling Sales of WAV Medallions

To All Interested Parties:

On July 9, 2016, notice was published in the Pennsylvania Bulletin of the Philadelphia Parking Authority’s Board Order No. 16-001 (“Authority Order”) directing the Taxicab and Limousine Division (“TLD”) to administer the sale of 41 Philadelphia taxicab medallions, each of which are designated as wheelchair accessible vehicle (“WAV”) taxicab medallions. This notice included the date, time and location of the bid openings for each of those medallions.

Bid openings were scheduled at 10:00 a.m. at the TLD Headquarters at 2415 S. Swanson Street, Philadelphia, PA 19148 as follows:

Scheduled Sale Dates & Medallion Numbers

October 5, 2016: WP-1622, WP-1623, WP-1626, WP-1628, WP-1632, WP-1633 & WP-1634;

October 12, 2016: WP-1635, WP-1636, WP-1637, WP-1638, WP-1639, WP-1640 & WP-1641; and

October 19, 2016: WP-1642, WP-1643, WP-1644, WP-1647, WP-1648 & WP-1649.

However, pursuant to the Authority Order under Paragraph No. 10, TLD Director Michael Casey exercised his discretion to remove the aforementioned medallions from the scheduled bid opening dates.

Please refer to the Authority Order for all instructions for submitting bids and other information concerning the sale of WAV medallions, which the TLD will proceed with sales as scheduled beginning October 26, 2016 (http://www.pabulletin.com/secure/data/vol46/46-28/1193.html). Notice of Request for Comments Concerning Proposed Regulation Changes for the Philadelphia Taxicab and Limousine Industries

Notice to All Interested Parties:
On July 13, 2016, the Pennsylvania General Assembly and Governor Wolf passed legislation, known as Act 85, which temporarily authorizes Transportation Network Companies (“TNC”) to operate in Philadelphia under the regulatory oversight of the Philadelphia Parking Authority (“Authority”).
The Taxicab and Limousine Division (“TLD”) of the Authority is now seeking information and comment from the public at large, members of the taxicab, limousine and dispatcher industries, prospective and existing technology vendors and any other interested parties regarding proposed changes to the current regulations governing the operation of taxicab and limousine service in Philadelphia.
The TLD’s request stems from advancements in technology, the introduction of TNCs, varying consumer demands and expectations and competitive challenges in the transportation marketplace in Philadelphia.
The comments being requested may address, but not be limited to, the following: meter technology, taxicab tariff, safety measures, driver certification, vehicle age and mileage standards, vehicle inspections, vehicle insurance requirements, criminal history background check requirements and driving record requirements.
Written comments must provide specific suggestions for any proposals and/or changes and include citations to current regulations that relate to the comments and a detailed rationale to support the proposal and/or change.

Dispatcher Assessment Requirements

TO ALL DISPATCHER CERTIFICATE HOLDERS:

Effective September 13, 2016, upon petition, the Taxicab and Limousine Division (“TLD”) has waived regulation 52 Pa. Code § 1011.4 (b) by allowing an eligible dispatcher certificate holder to pay its Fiscal Year 2017 annual assessment in two equal installments.  Attached is the TLD’s Order outlining the eligibility requirements and payment schedule (Download Order).

Limousine Assessment Requirements

Code § 1051.4 (b) by allowing an eligible limousine certificate holder to pay its Fiscal Year 2017 annual assessment in two equal installments. Attached here is the TLD’s Order outlining the eligibility requirements and payment schedule (Download Order).

Special Taxicab Stand Arrangements for “Eagles” Game and “Budweiser Made in America” Venues

The Philadelphia Police Department’s Traffic Division informs us that the following special arrangements have been made for taxicab service at these two high-volume venues this Holiday Weekend:

1). For the Eagles Game, Thursday night, September 1st at 7:00 P.M., an exclusive taxicab stand line will be formed on the south side of Pattison Avenue facing Broad Street (1400 block) along the Park. Taxicabs will be permitted to enter Pattison Avenue at 20th Street and drive right up to Broad and Pattison to join the line for the game break. Police will assist drivers exit the special stand area after picking up passengers.

2). For the “Budweiser Made in America” Labor Day holiday event and concert on the Benjamin Franklin Parkway, beginning at 9:00 P.M. until 11:00 P.M. on Saturday September 3rd, and continuing on Sunday September 4th, taxicabs will be given access to the rear of the Art Museum for pick up and drop off by entering the Martin Luther King (MLK) Drive at Montgomery Drive at I-76. Police officers will allow taxicab passage at this checkpoint and then they will direct cabs to the designated pick up and drop off areas.
