New Schedule of Sales of Wheelchair Accessible Taxicab Medallions
Notice to All Interested Parties:
On March 31, 2017, the Philadelphia Parking Authority Board issued an Order entered at Docket No. 17-003 authorizing the Taxicab and Limousine Division (“TLD”) to administer the sale of 61 wheelchair accessible vehicle (“WAV”) medallions beginning on June 21, 2017 with new directives as outlined. Notice of this Order will be published in the Pennsylvania Bulletin on April 15, 2017. Please also refer to TLD Regulations 52 Pa. Code §§ 1013.31 – 1013.37 (relating to medallion sales by the Authority).
Also, Form No. MA-1 “Bid Cover” must be submitted by a bidder in its sealed bid in accordance with TLD regulations on the dates and times outlined in the Order, along with all of the required supporting documentation. Lastly, if a proposed bidder does not currently own a medallion taxicab certificate of public convenience (“CPC”), that person must file Form No. SA-1 “Sale Application” to apply for a medallion taxicab CPC no later than 30 days prior to the scheduled bid date to qualify as an eligible bidder for the WAV medallion sales. See 52 Pa. Code § 1027.6 (relating to application for sale of transferable rights). For example, SA-1 applications for proposed bidders to participate in the June 21, 2017 sale must be filed no later than 4:30 p.m. on Monday, May 22, 2017. Notice of Taxicab Rate Review – Request for Public Comment
Notice To All Interested Parties:
On February 22, 2017, a Petition for Rate Change (“Petition”) was filed with the Philadelphia Parking Authority’s (“Authority”) Taxicab and Limousine Division (“TLD”) requesting a change to the existing rates charged by taxicabs operating in Philadelphia. A copy of the Petition may be downloaded here: Petition No. P-17-02-01.
The Petition requests, among other things, that:
1.) The Authority re-establish boundaries of all taxicab trips within the airport flat-rate zone;
2.) The minimum fare originating from PHL airport be increased from $11.00 to $20.00, which includes the $1.50 egress fee;
3.) A convenience fee of $1.00 be charged to a taxicab customer using a credit card, or in the alternative, a 5% convenience fee be charged to a taxicab customer using a credit card;
4.) The mileage and waiting time increments be increased from $0.23 to $0.25;
5.) A $0.50 per trip “rush hour” surcharge be added to all taxicab fares between the hours of 6:00 a.m. to 9:00 p.m. and between 4:00 p.m. to 8:00 p.m.; and
6.) Taxicab drivers be provided the option of charging a $35.00 cleaning fee to a taxicab passenger that vomits or intentionally incapacities the inside of a taxicab from the use of other riders.
The TLD will formally request to the Authority on March 24, 2017 to approve the reopening of a rate investigation. Contingent upon the Authority’s approval, the TLD is now seeking information and comment from the public-at-large, members of the taxicab, limousine and dispatcher industry, prospective and current technology vendors and any other interested parties regarding the Petition.
The TLD will hold a public comment hearing concerning the Petition on Thursday, March 30, 2017 from 10:30 a.m. to 1:00 p.m. at the Independence Visitor Center, Liberty View Ballroom, 2nd Floor, at 1 N. Independence Mall West, 6th and Market Streets, Philadelphia, PA 19106. This notice will also be published in the Pennsylvania Bulletin on March 18, 2017.

Taxicab and Limousine Temporary Regulations
Notice to all Interested Parties:
Pursuant to the passage of Act 164 on November 4, 2016, the Philadelphia Parking Authority (“Authority”) is required to promulgate temporary regulations by February 6, 2016. The temporary regulations must address certain issues relating to the regulation of taxicabs and limousines providing service in Philadelphia (see Act 164 § 57B02).
On December 1, 2016, the Taxicab and Limousine Division (“TLD”) issued notice initiating a public comment period requesting written comments concerning the issues raised in Act 164 § 57B02. Notice was also published in the Pennsylvania Bulletin on December 10, 2016. A reminder notice seeking written comments was issued on December 30, 2016 along with a preliminary draft of the temporary regulations. On January 4, 2017, the Authority held a public comment hearing concerning the temporary regulations. Lastly, the TLD also met with various industry members several times this month to discuss the drafting of the temporary regulations.
After review and consideration of all comments received, the Authority’s Board voted on January 27, 2017 to approve the proposed temporary regulations. However, the temporary regulations will not become effective until February 25, 2017.
This will allow for additional time to review the temporary regulations and submit written suggestions/proposals to the Authority concerning the temporary regulations. As such, the deadline for the general public to provide written comment to the Authority is extended to February 8, 2016.
If the Authority determines that certain changes/deletions/additions need to be made to the temporary regulations after reviewing and considering any written comments that are submitted, then the Authority will request those changes to be made to the temporary regulations by Board Order at the next regularly scheduled Authority Board meeting on February 24, 2017.
