Smart Loading Zones

The PPA’s Smart Loading Zones – equipped with cutting-edge, state-of-the-art cameras designed to monitor and time vehicles and help ensure a smooth and timely turnover of loading and unloading vehicles and spaces – will be activated in 22 center city locations. There will be an initial three-week warning period beginning on April 1st, where no fines will be issued. Fines for Loading Zone violations will begin being issued on April 21, 2025. 

Drivers or fleets can register their vehicle(s) once to create a CurbPass account. CurbPass is an automated payment system where users sign up once for access to all zones.

 

WHAT TO EXPECT:

Cameras in each zone will enforce the regulations of each respective Smart Loading Zone through CurbPass. Vehicles registered to CurbPass are charged 10 cents per minute for parking in a Smart Loading zone with a maximum limit of one hour. Without enrollment in CurbPass or exceeding the paid one-hour limit, a vehicle will receive an electronic $51.00 fine after 3 minutes in a Smart Loading Zone, and any vehicle double-parked will receive a $76 ticket. 

All fleet companies operating within Philadelphia are encouraged to create an account with CurbPass. This will facilitate seamless operations and ensure vehicles are properly managed within the Smart Loading Zones. To enroll in CurbPass, please click the below. 


THINGS TO KEEP IN MIND:

  • The Smart Loading Zones are installed in high-congestion areas in the Center City District
  • Smart Loading Zones will be enforced with license plate readers
  • Each Smart Loading Zone license plate reader (LPR) is private by design to ensure it collects only the data it needs
  • Simplified Pricing: $0.10 per minute
  • Park free for 3 minutes
  • After 3 minutes in a Smart Loading Zone, a vehicle will receive an electronic $51 fine ( if not registered in CurbPass)
  • Any vehicle observed double-parked will receive a $76 ticket
  • Register vehicles in CurbPass to avoid citations in the mail
  • Max loading period is limited to 1 hour
  • Automatically enforced to provide equal access, reduce double parking, and improve efficiency
  • Each License Plate Reader (LPR)  only captures the necessary information, such as park duration and license plate.
  • LPRs DO NOT capture faces and other identifying features.
