Discrimination in Service

To All Regulated Parties:

As a regulated business, I wanted to remind you that you may not refuse to provide transportation service to any person for a discriminatory purpose. Our regulation at 52 Pa. Code § 1011.10 specifically provides as follows:

“A regulated person may not refuse service to a member of the public on the
basis of gender, sexual orientation, race, religious preference, nationality, age, point of origin, point of destination or to a person with a disability.”

As taxicab, limousine and TNC service providers in Philadelphia you are part of a transportation network that provides service to 1,000,000 people each week. We are fortunate to live and work in a diverse and vibrant city like Philadelphia. As business people you know and understand the importance of building good relationships with people of all backgrounds.

The Philadelphia Parking Authority will continue to respond to questions or complaints from the public about poor service, particularly “discriminatory behavior”, and prosecute founded complaints to the fullest extent of the law. Penalties can include a fine of up to $1,000 and the loss of certification to provide service.

Thank you for the work you do and for all of your best efforts to provide clean, safe, courteous and reliable transportation service to the public.
