I'm 23 going to go over the important dates for the 24 solicitation. This was released on October 26, THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 5 1 2020. Today is the pre-proposal meeting on 2 November 2, 2020, and we started at 3 approximately 11:10 a.m. 4 The question due date is November 16, 5 2020, at two o'clock p.m., and proposals are due 6 December 2, 2020, at one o'clock p.m. 7 Proposals must be submitted to my 8 attention at the Philadelphia Parking Authority 9 at our headquarters location located at 701 10 Market street, Suite 5400, Philadelphia, PA 11 19106. 12 You can submit your proposal by hand 13 delivery, by a courier service, by regular mail. 14 It needs to be in a sealed box or envelope that 15 has the RFP number handwritten on the outside 16 along with your company name handwritten on the 17 outside. You need to submit one original and 18 seven copies and also a PDF file either on a CD 19 or flash drive of your entire proposal in one 20 PDF file. 21 I mentioned the question deadline 22 earlier. All questions need to be submitted to 23 my attention no later than two o'clock p.m. on 24 November 16th. All responses will be sent out THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 6 1 in a formal addendum to everyone in attendance 2 at this meeting, and the addenda will also be 3 posted to our website where you found the RFP 4 documents originally. I suggest it be the last 5 thing you do before you submit your proposal is 6 to check the website to make sure that you 7 didn't miss any addenda that were sent out. 8 Sometimes e-mails get in a spam folder, they get 9 held up because they have an attachment. That's 10 just a safety net for you to make sure you 11 received all the information that we put out 12 there. If you need clarification of any of the 13 instructions, that is handled the same as a 14 technical question, and it has the same deadline 15 as the questions. 16 From this point forward, I am to be 17 your sole contact at the Parking Authority 18 regarding this solicitation. All questions have 19 to come through me. If you are currently 20 engaged in any other work with the Authority, 21 those conversations are permissible, but you 22 just cannot discuss this RFP. 23 We look forward to contracting with 24 small and small diverse businesses. In part one THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 7 1 Section seven there are instructions how 2 businesses can self-certify as a small and/or 3 small diverse business. There is information 4 there. If you have any questions about that, 5 please give me a call or visit the State's 6 website. There is a lot of information there as 7 well. We have some goals in here and there is 8 also a couple links in there that you can follow 9 if you'd like to get more information. 10 You will be required to have a 11 Philadelphia Commercial Activities license. If 12 you do not currently have that, you will have 13 five days from notification of selection to 14 obtain that commercial activities license. 15 The Authority has a committee that is 16 assembled who will review these proposals and 17 score them and make a selection. We reserve the 18 right to waive any irregularities in the 19 completion of your proposal, to accept or reject 20 any or all proposals, and to re-advertise for 21 proposals if we feel it is in the best interest 22 of the Parking Authority. 23 I'd just like to note that all 24 subcontractors have to be approved by the THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 8 1 Philadelphia Parking Authority. We commit to 2 making a selection within 60 days of receiving 3 proposals. If for some reason we do not make a 4 selection in that time frame, that deadline can 5 be extended if mutually agreed upon. 6 Proposals submitted will be subject 7 to Pennsylvania's Right-to-Know law. I suggest 8 you become familiar with that or reach out to 9 counsel for some information of what that 10 entails. 11 The installation portion of this 12 project will require a performance bond and a 13 labor and materials bond equal to 100 percent of 14 the installation cost. Not the maintenance and 15 repair services. For the installation as well, 16 it requires prevailing wages and there is a 17 project serial number listed in the RFP document 18 along with a link where you can find the current 19 prevailing wages. 20 For the installation portion, we are 21 asking that you be a part of a certified 22 apprentice program which is identified in part 23 one section 24. You will be required to do a 24 site inspection, which is what we are going to THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 9 1 do today. And there is an option for a 2 pre-approval for material substitutions. That 3 deadline is the same as the question deadline 4 which is November 16, 2020, at two o'clock p.m. 5 Does anybody have any questions on 6 part one, the instructions? 7 Okay. I've touched on some of the 8 items in there. I haven't talked about 9 everything. It's your responsibility to adhere 10 to all of the instructions whether I spoke about 11 them today or not. 12 Part two describes how we want you to 13 submit your proposal. It is a tabbed format 14 with a tab being something that sticks out from 15 an eight-and-a-half-by-11 sheet of paper. 16 Tab A is going to be a transmittal 17 letter, and that will be signed by somebody who 18 has the authority to bind your company in a 19 contract with the authority. 20 Tab B we're looking for qualification 21 and experience. 22 Tab C, your references. 23 Tab D is the proposal form. You must 24 submit the proposal form in its entirety with THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 10 1 the exception of the decline form. 2 Tab E is going to be your Evidence of 3 Insurance. Attached to this document is our 4 insurance requirements. It's one of the biggest 5 problems that we have with proposals that are 6 submitted, is that they are submitted and you 7 don't evidence that you carry the limits that 8 we're looking for. If you do not carry the 9 limits that we're looking for, you can get a 10 letter from your broker stating that if you are 11 awarded this contract, they will insure you up 12 to those limits. So we're looking for either a 13 sample certificate of insurance that meets our 14 limits or a letter from your broker. I would 15 suggest you get the letter from your broker that 16 will cover you. If you do not have the 17 insurance limits, You need to build that price 18 into your cost form, because we will not 19 negotiate insurance requirements after proposals 20 are taken. If you need relief from a 21 requirement, then you need to ask it during the 22 question period and allow the Authority to 23 respond to all perspective offers in an 24 addendum. THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 11 1 Tab F is where you are going to put 2 any proposed amendments to the sample contract 3 that's attached. 4 Tab G is where you are going to give 5 us your Financial Statements. We are looking 6 for financial statements for the last three 7 years that have been audited or reviewed by a 8 Certified Public Accountant who is not an 9 employee of yours. There is a longer 10 description in part two, section eight, that you 11 should read over of exactly what we're looking 12 for with your financial statements. Again, this 13 is another section. If you don't have 14 everything that we're looking for here and you 15 want to ask for relief from that, you need to 16 ask it during the question-and-answer period and 17 allow the Authority to respond. 18 Tab H is going to be your Consent of 19 Surety for your Performance and Labor and 20 Material Bonds. 21 Tab I is going to be your Proof of 22 Certification to install the cameras. 23 Anybody have any questions on how to 24 submit your proposal? THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 12 1 Okay. There being none, I'll move on 2 to part three. There is where we identify how 3 we are going to evaluate and score the proposal. 4 There are three mandatory responsive items 5 included in this. You have to be in attendance 6 at this meeting, you have to submit your 7 proposal before the due date and time, and the 8 proposal has to be properly signed. 9 I just want to point out also that 10 there is -- during the evaluation process we may 11 reach out to you with clarification questions or 12 we may ask you to come in and do a presentation 13 or an interview with our committee at some 14 point. And then we just have the weighted 15 criteria at the bottom. Anybody have any 16 question on that? 17 Part four is our work statement of the 18 work that we are looking for, and I am going to 19 have Rick Dickson talk about the maintenance and 20 repair portion. And then I'll have Carlos 21 Rodriguez talk about the installation. 22 MR. DICKSON: Thank you everyone for 23 coming today. The maintenance portion of this 24 requires that work will be done during normal THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 13 1 business hours unless it's an emergency repair, 2 and we're asking for rates to be set -- hourly 3 rates both during normal business hours and off 4 hours for those situations. The locations where 5 we currently have access control and/or video 6 surveillance is included in the workstation, and 7 each of those will be required to be maintained 8 and maintenance done on those throughout the 9 contract. 10 There is also a section in there for 11 new locations that could be added, and we're 12 asking pricing for that equipment based on the 13 amount of equipment that is in each of those 14 locations that could be added to the contact 15 during its term for new locations that will be 16 included. The prices will include parts as well 17 as labor costs, and there is pricing for those. 18 There is information about the reports 19 that will be submitted for each visit for both 20 maintaining and repairing equipment as well as a 21 semiannual inspection of all of the equipment 22 throughout the Authority and providing any 23 maintenance that's required including upgrades 24 of the software that would be included to THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 14 1 maintain the equipment. So those possibilities 2 are all in there. 3 The list of inspections that are to be 4 performed on the equipment is also included on 5 page 13, so make sure that you look at that, 6 because that will all be included in the price 7 of the maintenance and equipment. 8 Response time for service calls. It's 9 24 hours a day, seven days a week. It's a 10 two-hour response time. Either it's remotely 11 address the repair or appear at the location 12 where the site is in order to address whatever 13 concern that we have for failure of the 14 equipment. This is important, because it 15 maintains the security and integrity of our 16 facility, so that response time is very 17 important. 18 It includes language regarding 19 upgrades for both software and equipment that 20 may become necessary during the term of the 21 contract. So all software upgrades will be 22 included and there is also language in here to 23 address upgrades and equipment that is no longer 24 maintained and no longer supported and having THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 15 1 replacement of those parts as well. 2 Any questions on those areas? All 3 right. 4 MS. WHEELER: Carlos, do you want to 5 talk about the installation? 6 MR. RODRIGUEZ: Yes. This is a single 7 primer contract and electrical contract for both 8 the installation of cameras related to cabling 9 as well as excavation and trenching required. 10 It is a complete stand alone system that is 11 being installed in Building 9. This is Building 12 10 with a satellite installation down on lot 9A 13 which we will see after this. There is going to 14 be a trailer installed on lot 9A, and that unit 15 or those camera down there will be communicating 16 to the head unit in Building 9 via fiber 17 backbone. This building also will be 18 communicating with a heading unit in the same 19 fashion. There will be switches here and 20 switches down there at the trailer. 21 It's a total of 66 cameras, both 22 exterior and interior. There is, again, a video 23 management appliance unit in Building 9 along 24 with additional storage requirement lines. THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 16 1 There will be four network switches, Ethernet 2 extenders, fiber connectors, patch panels, a 3 monitor, a keyboard, and a mouse for the head 4 unit over there. 5 There is excavation required to take 6 conduits to certain locations on the site. We 7 are going to piggy back on existing light poles 8 on this lot here, behind this door over here, 9 and down near lot 9A. We are also going to 10 install three new poles not to have lights on 11 them but just cameras on them. There are three 12 of them and there are four light poles, and they 13 are noted on the drawings as P-1 through 3, and 14 LP-1 through 4. 15 Coordination. The prime contractor 16 will be responsible for coordinating all of the 17 work. The owner reserves the right to remove 18 portions of the work such as the trenching work 19 that is included in the drawings. And that is 20 in the event that while the contractor during 21 the lighting poles is on site and doing 22 trenching, we would have them in the interest of 23 time and scheduling pick up that work. However, 24 if they are not ready for you guys to get THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 17 1 started, then the work for trenching will remain 2 in your contract. 3 I'm going to bring up the drawings on 4 the screen. I don't know how effective they are 5 going to be seen, but basically this is the 6 site -- it's generating now. Again, the 7 entrance off of Delaware Avenue, there's a point 8 where it splits off to the right and to the 9 left. We are monitoring the public access road 10 which is to the left side, and there is going to 11 be a new pole located up there. Then there's a 12 new pole located down the road, and then there's 13 a new pole located down on lot 9A which is south 14 of the bridge. 15 This is showing here the trench work 16 that is from the front entry all along down the 17 access road to this location here and then it 18 goes down and into Building 9. Off of Building 19 10 approximately around this location there will 20 be runs going into a light pole that is in the 21 middle of the lot, and that's shown here on this 22 drawing 2.0. And then this building here to the 23 light post there will be also a conduit already 24 ready for you to pull through. THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 18 1 And then down at Lot 9A, this is the 2 location of the trailer that will be installed. 3 There are cameras located here on the pole that 4 you will install, and then there will be a 5 conduit ready for you to pull to serve the 6 cameras that are mounted on the light pole here. 7 This is a drawing that shows the interior 8 locations and exterior mounted locations on 9 Building 9. I'm going to also show photographs 10 so that you can see better what the actual 11 locations are and they will make more sense when 12 you go to the tour. 13 This is Building 10 right around that 14 corner right there where that bent is, is a 15 location of four cameras. There is a camera 16 over there above that door and there is going to 17 be a camera over here. That's the extent of the 18 camera locations in Building 10. 19 From the corner of this building, the 20 northwest corner of this building, right here we 21 are going to be connected to a camera inside a 22 guard shed that's also going to be installed on 23 that site. This location down here is the 24 trailer, and there are cameras located within THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 19 1 the trailer and outside the trailer on a new 2 pole. These are, again, the wiring diagrams for 3 both 9A, this building, and 9. 4 The cameras are scheduled on this 5 drawing here by number which are located on the 6 drawings, and what you'll see is this is a table 7 that shows the location of where they are, if 8 they're pole mounted, what type of mounting, 9 their height, and any remarks that are directing 10 you to drawings. The camera types and the 11 mounting types are specified in the video 12 surveillance section that's in the project 13 manual Section 28 20 00. 14 There's some penetration through fire 15 rated floors and walls, and this is a detail of 16 the unit that we specify for whenever you want 17 to penetrate fire rated walls and floors. Note 18 that there is a junction box for power inside 19 the concrete footing. Also this is a detail for 20 when cameras are being mounted on light poles. 21 This is a detail for the mount of cameras on 22 that bent over there. These are the interior 23 mounting details that again coordinate to the 24 specs ISM-1 which will be explained in the spec THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 20 1 manual. And these details here are the ones 2 that are being mounted on the exterior. And 3 whenever there are five cameras on the pole, 4 this is the detail we want you to maintain in 5 terms of mounting the cameras on the poles. 6 This is a view of the top -- sorry -- this is 7 the top layer, second layer, and bottom layer. 8 This is what they look like all together, and 9 then this is the height difference between each 10 mounting. I'm going to pull up the photos now. 11 Any questions? They are in here some 12 where. 13 MS. WHEELER: Do you want me to finish 14 and then -- 15 MR. RODRIGUEZ: You're going to do a 16 tour, right? 17 MS. WHEELER: Yeah. I'm going to 18 finish going through -- I still have some parts 19 in here. 20 MR. RODRIGUEZ: That will give me some 21 time to locate these. Thank you. 22 MS. WHEELER: All right. Does anybody 23 have any questions on any of the work that's 24 described in the work statement? THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 21 1 All right. I will move on to part 2 five. Part five talks about the contract. 3 We're looking for a three-year contract with two 4 optional one-year extensions. And that's for 5 the maintenance and repair services. 6 I'm going to go on to the proposal 7 form which is Appendix A. Page one of the 8 proposal form, that's where you're going to list 9 any addenda that I release and the date that you 10 received it. On page two of the proposal form, 11 that's where we start asking for pricing, and 12 this is broken down into two sections. It's for 13 the maintenance and repair services and then a 14 different section for the installation. As Rick 15 said earlier, we're looking for regular time and 16 then premium time on the maintenance and repair 17 services, and then we're looking for a breakdown 18 of the 26 items that we have listed under that 19 for replacement costs. 20 Then we move onto the bid, the 21 installation costs. We're looking for a total 22 base bid, and, again, we have a breakdown of the 23 work. We do have two alternates listed in here. 24 Do you want to talk about the THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 22 1 alternates? 2 MR. RODRIGUEZ: I will. Do you want 3 me to do that now? 4 MS. WHEELER: Yeah. 5 MR. RODRIGUEZ: Okay. Down here the 6 schedule this describes what the two alternates 7 are. Alternate number one is substitute camera 8 B and mounting type OPPM-1 with an outdoor 9 bullet type camera, type C and mounting type 10 OPM-1. Alternate number two is to replace the 11 same camera B with a BTZ camera. There are two 12 locations for that. 13 Basically what's happening is that 14 this camera here which is a bullet camera has 15 now recently been disqualified from application 16 on -- on an application like this. It's not 17 listed on the NDAA report from the government. 18 Basically that's the National Defense 19 Authorization Act. Products that are built in 20 countries that are not listed by the government 21 can't be utilized. So that camera has 22 components that are not eligible to be used for 23 this application. Bosch is moving that 24 production to another country from China to THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 23 1 Portugal, and it's estimated that that camera 2 will be eligible for installation by the end of 3 this year. However, without a firm 4 determination, we have to be able to say that 5 it's going to be a camera that is more like the 6 one on the right, which is a dome type camera, 7 as opposed to a bullet type camera. In the 8 event the camera becomes eligible for 9 installation, we're going to go back to the 10 bullet camera. That's what the alternative one 11 is for. And there are about 40-some cameras 12 affected. 13 Alternate number two is to change one 14 of the five cameras that are on the light post 15 over here and one on 9A to a pan tilt camera. 16 There are only two locations that that happens. 17 What that means is that we will require to put a 18 device inside the footing of this mount to 19 provide power for it. That's the only 20 difference that is part of the alternate for 21 number two. But as of now, we are going to 22 install just camera A and camera B. 23 MS. WHEELER: Okay. Any questions on 24 the alternates? All right. Then I'm going to THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 24 1 move on. As far the installation goes, we are 2 then also looking for unit pricing for the 3 cameras, the mountings and anything else that we 4 would need for an installation in the event that 5 we want to do another installation down the 6 road. We'll be able to do that under this 7 contract. 8 We have identified a contract time of 9 90 calendar days to complete the installation 10 work. 11 And then a couple more things I want 12 to point out in the proposal form on page 11 13 where we're looking for the corporate officers' 14 signatures. If you're a corporation, you fill 15 out the top portion. If you are any other type 16 of entity, you fill out the bottom portion. You 17 do not need to fill out that entire page. 18 On page 12 that is our Affidavit of 19 Non-Collusion. Please read that carefully, sign 20 it, and have that sheet notarized. Make sure 21 you leave enough time when you're putting your 22 proposal together to have that notarized. 23 We're asking for a list of 24 subcontractors and material suppliers. We also THE PHILADELPHIA PARKING AUTHORITY TAXICAB AND LIMOUSINE DIVISION (215) 683-9400 25 1 have a solicitation for participation for the 2 small and small diverse businesses for you to 3 identify. We have a waiver form. If you do not 4 meet the goals that we identify -- and along 5 with that waiver form please show me evidence 6 that you made an effort to reach out to small 7 and small diverse businesses when you're 8 requesting your waiver. It can be a memo to me 9 saying, "I made three phone calls, and I got no 10 response" or, "I talked to this company. They 11 were too busy." Just show me some evidence that 12 you tried to meet those goals.
