Sales of Wheelchair Accessible Taxicab Medallions — Reminder

Reminder Notice to All Interested Parties:

**The next scheduled sale is Wednesday, October 2, 2019 at 10:00 a.m.  Bids must be submitted to the TLD’s Clerk either during normal business hours the day before the sale or no later than 9:30 a.m. on the sale date**

On July 2, 2019, the Philadelphia Parking Authority Board issued Orders entered at Docket Nos. 19-001 and 19-002 authorizing the Taxicab and Limousine Division (“TLD”) to administer the sale of 48 wheelchair accessible vehicle (“WAV”) medallions beginning on September 18, 2019 with new directives as outlined.  The Sale Orders may be downloaded here: Docket No 19-001 & Docket No 19-002.

Notice of these Orders will be published in the Pennsylvania Bulletin on July 13, 2019.  Please also refer to TLD Regulations 52 Pa. Code §§ 1013.31 – 1013.37 (relating to medallion sales by the Authority).

Also, Form No. MA-1 “Bid Cover” must be submitted by a bidder in its sealed bid in accordance with TLD regulations on the dates and times outlined in the Orders, along with all of the required supporting documentation.  Lastly, if a proposed bidder does not currently own a medallion taxicab certificate of public convenience (“CPC”), that person must file Form No. SA-1 “Sale Application” to apply for a medallion taxicab CPC no later than 30 days prior to the scheduled bid date to qualify as an eligible bidder for the WAV medallion sales.  See 52 Pa. Code § 1027.6 (relating to application for sale of transferable rights).  For example, SA-1 applications for proposed bidders to participate in the September 18, 2019 sale must be filed no later than 4:30 p.m. on Monday, August 19, 2019.  Forms MA-1 and SA-1 may be obtained on the TLD’s website at http://www.philapark.org/resources-and-forms/.

Replacement of 2011 Model Year Taxicabs

REMINDER TO MEDALLION OWNERS OF 2011 MODEL YEAR TAXICABS

In compliance with the age and mileage limitations for taxicabs outlined in the law and Authority regulations, the last day on which a 2011 model year vehicle may be operated in taxicab service is December 31, 2019.  This date is fast approachingSee 53 Pa.C.S. § 5714 and Act 164 of 2016 – 53 Pa.C.S. § 57B02 (c)(6); see also 52 Pa. Code § 1017.4.

As you will recall, taxicabs are no longer subject to biannual inspections and the law mandates that taxicabs shall be no more than eight (8) years old or have been driven no more than 350,000 miles.  This reminder notice is being sent to you to help prevent scheduling conflicts.   Please contact the TLD’s Enforcement Department at (215) 683-9447 to schedule a change-of-vehicle appointment.

OUT OF SERVICE DESIGNATION: ACT 164 of 2016, 53 Pa.C.S. § 57B02 (c)(14) requires five (5) days notice to the CERTIFICATE owner prior to suspending or otherwise disabling a taxicab meter. THIS IS YOUR NOTICE.
