TLD Papal Visit Operations

Notice to All Interested Parties:

Due to the Papal visit to Philadelphia this weekend, the Taxicab and Limousine Division (“TLD”) Customer Service Window and inspection garage will be closed on Friday, September 25th and Monday, September 28th, with normal operations resuming on Tuesday, September 29th.  The TLD Customer Service Window and inspection garage will be open for normal business hours on Thursday, September 24th.  The TLD Enforcement Department will remain operational throughout the entire Papal visit, including the TLD complaint line.

We apologize for any inconvenience this may cause.

Taxicab Safety Cameras

Notice To All Interested Parties:

Attached here is an updated list of the Approved Safety Camera Vendors (Download) to secure compliant safety camera systems, which is also posted on the Taxicab and Limousine Division’s “Resources and Forms” page. Verifeye, Inc. has been removed from this list. To date, Verifeye has not received any orders for a camera system. Therefore, the removal of Verifeye as an approved vendor should not delay any taxicab owner from adhering to the Authority’s safety camera installation deadline of October 15, 2015.

For those taxicab owners that have successfully placed an order for a safety camera system, a date for installation should be provided to you soon by the vendor, if it hasn’t been issued already. For all other taxicab owners, you are urged to place an order immediately for a compliant taxicab safety camera to ensure compliance with the installation date of October 15, 2015 to avoid any penalties. A revised inspection schedule consistent with the Board Order will follow early next week.

Notice of Public Comment Hearing

Notice to all Interested Parties:

The Philadelphia Parking Authority Taxicab and Limousine Division seeks information and comment from the public at large, prospective vendors of associated equipment and the industry concerning Proposed Rulemaking Order 126-11 “Modern Taxicab Standards” which will require all vehicles proposed for medallion taxicab service after a designated date to be wheelchair accessible and otherwise comply with the Authority’s regulations, including vehicle age and mileage requirements. Similar requirements will apply to partial-rights taxicabs.

The Proposed Rulemaking was published in the Pennsylvania Bulletin on June 13, 2015 and is attached here for your convenience (Download).  Further information may be obtained on IRRC’s website at http://www.irrc.state.pa.us/regulations/RegSrchRslts.cfm?ID=3114.

We request that all comments that are to be presented at the hearing also be submitted in writing either before or at the hearing to the attention of Christine Kirlin, Esq., Administrative Counsel, at ckirlin@philapark.org or by mail: Philadelphia Parking Authority Taxicab and Limousine Division, 2415 S. WAV Taxicab Driver Requirements

Effective today, September 2, 2015, the TLD has waived the WAV taxicab driver prerequisite outlined in 52 Pa. Code 1021.5a (b)(7)(i) requiring WAV taxicab driver applicants to have at least 2 years of Philadelphia taxicab service during the immediately preceding 3 years. Hence forth, the Authority will require WAV taxicab driver applicants to have just 1 year of Philadelphia taxicab service as an Authority certificated driver during the immediately preceding 3 years.

This waiver was granted in an effort to meet the needs of both the community of people with disabilities and industry members to provide WAV taxicab services in Philadelphia. This decision may be viewed here (Download).

All WAV taxicabs must be operated only by certified WAV taxicab drivers. The Authority’s WAV taxicab regulations along with Form No. DR-4 “WAV Driver Application” may be obtained on the TLD’s “Resources and Forms” page of this website. In Re: Authorization of Wheelchair Accessible Medallions

On March 7, 2015, notice was published in the Pennsylvania Bulletin of the Philadelphia Parking Authority’s Board Order 15-003 directing the Taxicab & Limousine Division (“TLD”) to administer the sale of 61 Philadelphia taxicab medallions, each of which are designated as wheelchair accessible vehicle (WAV) taxicab medallions. This notice included the date, time and location of the bid openings for each of these medallions. The sales began on May 6, 2015 and resulted in the sale of 50 WAV medallions (WP-1601 through WP-1650).

Pursuant to the Board Order under Paragraph No. 10, the TLD Director exercised his discretion and requested the Authority Board to remove the remaining 11 WAV medallions from the schedule to permit TLD staff and the regulated industry to focus on getting all of the WAV medallions already sold into service more rapidly.

Therefore, please refer to Authority Board Order No. 15-006 (Download) cancelling the sales of the remaining 11 WAV medallions (WP-1651 through WP-1661).
