Taxicab Tariff Rate Increases

Notice to All Interested Parties:

As previously advised, on August 23, 2017, the Philadelphia Parking Authority Board amended Order No. 17-005 by extending the effective date of the taxicab tariff’s mileage and waiting time increment increase to $0.25 until December 1, 2017 pursuant to a petition filed with the Taxicab and Limousine Division (TLD) by taxicab driver Ronald Blount.

All owners of taxicabs under the jurisdiction of the Authority shall make arrangements with the meter technology vendor of each taxicab prior to December 1, 2017 for adjustments to the meter concerning this rate change.  Immediately upon compliance with the rate adjustment on the meter, the taxicab shall be presented to the TLD for a meter inspection and seal prior to returning to service.

The TLD will not be publishing an amended schedule.  The medallion owner is responsible for ensuring that it adheres to the aforementioned deadline.

Replacement of 2009 Model Year Taxicabs

Reminder Notice to All Owners of 2009 Taxicabs:

On November 4, 2016, Governor Wolf signed Act 164 of 2016 into law, which among other things, changed the Taxicab and Limousine Division’s (TLD) inspection process.  Under Act 164, taxicabs are no longer subject to biannual inspections.  Therefore, the last day on which a 2009 model year vehicle may be operated in taxicab service is December 31, 2017.

This date is fast approaching and this reminder is intended to help prevent scheduling conflicts.  Please do not wait until the last minute to replace your vehicle.  Please contact the TLD Enforcement Department at (215) 683-9447 to schedule a change-of-vehicle.

REMINDER: Advance Notice of Proposed Rulemaking – Transportation Network Companies

Notice to All Interested Parties:

On November 4, 2016, the Pennsylvania General Assembly and Governor Wolf passed legislation, known as Act 164, which legalized the services provided by Transportation Network Companies (“TNC”), such as Uber and Lyft, to operate in Philadelphia under the exclusive jurisdiction of the Philadelphia Parking Authority (“Authority”).  See 53 Pa.C.S. Chapter 57A (relating to transportation network companies).

While Act 164 provides a substantive framework as to the requirements for the regulation and enforcement of TNCs in Philadelphia, Act 164 empowers the Authority to promulgate rules and regulations necessary to govern the regulation of TNCs.  Toward this end, the Authority’s Taxicab and Limousine Division (“TLD”) is initiating this Advance Notice of Proposed Rulemaking.

Therefore, the TLD is now seeking information and comment from the public at large, members of the taxicab, limousine, dispatcher and TNC industries, prospective and current technology vendors and any other interested parties regarding suggestions as to the language requirements of any proposed TNC regulation.  Comments should include specific section references to 53 Pa.C.S. Chapter 57A and should also delineate the rationale for the proposed regulation as well as specific proposed language for the regulations.  Please be advised that proposed rulemaking must be consistent with Act 164.

The TLD will hold a public comment hearing on Thursday, August 31, 2017 from 10:00 a.m. to 12:00 p.m. at the I.A.T.S.E. Ballroom, located at 2401 Swanson Street, Philadelphia, PA 19148 (next to TLD Headquarters).  You may download here the Authority’s public meeting participation policy, which lists several rules and guidelines: Download Participation Policy.  We would appreciate your compliance when contributing your comments at the hearing on August 31, 2017.

Due to the comprehensive nature of this rulemaking, interested parties will be given sixty (60) days from the date of publication of the Advance Notice of Proposed Rulemaking in the Pennsylvania Bulletin, which is no later than September 27, 2017.  All written comments must be submitted to the attention of Christine A. Taxicab Tariff Rate Increases

Notice to All Interested Parties:

Pursuant to a petition for a taxicab rate review that was filed with the Taxicab and Limousine Division (“TLD”), the Philadelphia Parking Authority (“Authority”) approved changes to the taxicab tariff’s rate structure which increases the mileage and waiting time increments from $0.23 to $0.25.  Attached hereto is a copy of Authority Order 17-005 (“Order”) (Download Order No. 17-005 ). The new rates are effective September 1, 2017.  The Order will also be published in the Pennsylvania Bulletin on August 5, 2017.

As a result of this metered fare increase, all taxicab meters have to be recalibrated to reflect the new rates.  Pursuant to the Order, all taxicab owners are required to make immediate arrangements with the meter technology vendor for each taxicab to have the meter adjusted with the new rates.

For taxicab utilizing an approved Verifone (“VTS”) meter, please see the attached schedule for the next two weeks scheduling certain medallion taxicabs to appear at the VTS location at 7th Street and Packer Avenue (Download VTS Meter Upgrade Schedule Week 1 and Week 2).  A new schedule for all remaining medallion taxicabs will be issued weekly.

For taxicabs utilizing an approved CMT meter system, please contact your fleet manager/dispatcher to have the adjustments completed on the meter.

Once a taxicab meter is adjusted to reflect this rate change, the taxicab shall be immediately presented to the TLD’s inspection garage during normal business hours to have the meter tested and sealed.
